When you try to click "Invite New Users" in the invite users modal, you get a "Failed to fetch" error. If you look at the network tab, the api call throws a 403 error.  

To reproduce:

• Navigate to the Users table (/iam/user-access/users)
• click the "Invite Users" button
• fill out the form
• then click "Invite New Users"
• you should see the error on the screen
