The proto spec defined in RHCLOUD-34031 must be iterated on to satisfy the F2 use case, but without relationship.

Definition of done:

• Proto spec satisfies requirements for F2, without relationship support
• Management Fabric leaders have reviewed and accepted the spec
• Stakeholders have reviewed and accepted the spec

Non goals:

• relationship support in the API
