This issue tracks adding the RBAC quick start to the Console UI - to be completed after https://issues.redhat.com/browse/RHCLOUD-21132 

We currently don't have a location on the console to publish quick starts about RBAC.

The current proposal is to add a Learning Resources page on the left nav of the Settings page (see screenshot) and remove the Documentation link, in order to provide links to the Red Hat Hybrid Cloud Console documentation as well as quick starts.

This model follows what Application and Data Services does here (screenshot also attached: https://console.redhat.com/application-services/learning-resources

This needs to be confirmed so this Jira is a placeholder (and the quick start from https://issues.redhat.com/browse/RHCLOUD-20984  cannot be viewed by users) until then.
