    Description

Customer needs define a timer with a precise start time. Now, when we define a timer in a rule, the start time is truncated to the rounded second (the millis are set to 0 int the IntervalTrigger.setStartTime).

Since they use PSEUDO-CLOCK, they need define precisely the start time of their timers.
