Drop down options not localized of Plugin Management under 'Extensions' from the top navigation bar.

How reproducible:
100%
Steps to Reproduce:
1. Click Extensions - PlugIn Management from the top navigation bar.
2. Click on Splash Screen plugin.
3. New Splash Screen: the 'main' drop down menu is not localized.

Actual results: The 'main' drop down menu is not localized.
Expected results: The 'main' drop down menu should be localized.
