Labeling PVCs on creation

2. What is the nature and description of the request?
automatically add a label to PVCs based on the SC

3. Why does the customer need this? (List the business requirements here)

Customer is using OpenShift OSD on GCP and we want to use cost management on the usage of storage. Hence, he created three StorageClasses based on Google Storage, and wants that each PVCs created could be billed based on a label it has. As of now, such feature is not present in OCP (it could be done with MutatingWebhook natively, but customer would like to have something on Openshift to simplify this).
