Extend Red Hat OpenShift distributed tracing data collection Operator with Splunk exporter

What is the nature and description of the request?

The customer uses Splunk and would like to use the Red Hat OpenShift distributed tracing data collection Operator with an splunk_hec exporter as currently this is unavailable.

I spoke to Roger Floren about this and he said:
There are quite some using splunk for logs so it could possibly make sense to have a general observability export to splunk such as....

The customer is a big user of Splunk and has all logs and metrics stored there.
