Allow enabling / disabling Cluster Components as a Day-2 Operation

2. What is the nature and description of the request?

With OpenShift Container Platform 4.11, the ability to manage Cluster Capabilities (https://docs.openshift.com/container-platform/4.11/post_installation_configuration/cluster-capabilities.html) has been added. At the moment, these capabilities can only be enabled / disabled during installation. This RFE requests hat enabling / disabling of Cluster Components can also be done as a Day-2 operation.

3. Why does the customer need this? (List the business requirements here)

Customer would like to disable the OpenShift Samples in his existing cluster, an ask which is also looked at in RFE-750.
