datatable dropTarget that overflows under panel dropTarget overrides panels accepted type css

      Description

      Cutting out all non-essential code you can see the basic scenario in the code section below along with the attached screenshot that includes the firebug with hover over the datatable component and demonstrating that the datatable exists underneath the panel. When I drag a type A item over the top droptarget all is well. When I scroll the datatable so it overflow as seen in the picture, the datatable with type b allowed droppable restriction takes over in the css and displays the reject css properties. It still allows the drop, but the reject appearance (css is similarly set up to the richfaces showcase example).
