If the MP Config API is not being used the ServletContext init parameters are not searched

    Description

      When the Eclipse MicroProfile Config API is used for the there is a ConfigSource which looks for configuration properties on the ServletContext. When falling back to the default configuration search only the ServletConfig.getInitParmaeters() are searched.
