The ResteasyConfig should test if the Eclipse MicroProfile Config API is on the class path

    Description

      The ResteasyConfig tests if the org.jboss.resteasy.microprofile.config.ServletConfigSourceImpl is on the class path before it tests if the API itself is the class path. The API should first be checked as the ServletConfigSourceImpl uses the API which could result in recursive load failures. See WFLY-14494 for more details.
