Upgrade SmallRye Config to 1.5.1 version

Please upgrade the smallrye-config dependency:

https://mvnrepository.com/artifact/io.smallrye.config/smallrye-config/

e.g.:

    <artifactId>smallrye-config</artifactId>
    <version>1.5.1</version>
</dependency>

Please consider that the group ID has changed from version 1.3.9 to 1.5.1 from io.smallrye to io.smallrye.config.
