      Description

      There is a bug in Railo with the cflocation tag when hash characters are used in the url.
      I put together this simple page, index.cfm:

      <cfparam name="url.redirect" default="false" />
      <cfif url.redirect>
      <cflocation url="index.cfm?do=photo.view&id=289##commentAdd" addtoken="no" />
      </cfif>

      To test, simply run the page: index.cfm?redirect=true

      When you run in CF9, it redirects to:
      http://localhost/testingapp/index.cfm?do=photo.view&id=289#commentAdd

      When you run it in Railo, it redirects to:
      http://localhost:8600/testingapp/index.cfm?do=photo.view&id=289%23commentAdd

      Note in CF9 the hash character parses correctly, in Railo however, it parses to %23
