      Issue description

      User has noticed that the rook-ceph-nfs pods on openshift-storage namespace is in pending state due the insufficient cpu on worker nodes.
      I have also recreated the lab  but the problem persist

      Steps to reproduce:

      Step 1.4 
       
      oc get pods -l app=rook-ceph-tools -w
