Importing manifest to wrong Organization requires lab reset

      Issue description

      If in the first steps of the exercise, one imports the marketing_manifest into the wrong Organization (e.g. Default Organization). even if then the manifest is deleted, it is impossible to import it again in the right organization

      Steps to reproduce:

      In "Default Organization"
      Content > Subscriptions > "Manage Manifest" > "Import new manifest"
      browse files and select manifest_marketing.zip

      Delete the manifest in the same menu

      In "Marketing"
      Content > Subscriptions > "Manage Manifest" > "Import new manifest"
      browse files and select manifest_marketing.zip

      Furthermore, if after deleting the manifest one tries to import it again as a new manifest following the procedure outlined above, the satellite will not treat it as new and start the import process, but it would not treat it as existing either because the button "delete" is not available.

      Workaround:

      Recreate the lab environment

      Expected result:

      I would expect the Satellite to accept the manifest if it was deleted, thus not requiring the creation of a new manifest.
