[Spike] Build a downstream RPM from a Python package

Red Hat Quay v3.4 will be built using OSBS.
In order to do this, our Python dependencies will need to be packaged in brew.
We need to know how to properly package Python dependencies as RPMs in order to do this.

The output of this Jira should be a list of steps required to create an RPM-based project in brew that can be used by our Quay build in brew.
