Quay 3.11 new UI no usage log to audit operations under user namespace

      Description:

      This is an issue found in Quay 3.11 new UI, now there's usage logs to audit the operations under organization and image repo, but can't audit the operations under user namespace, the reason is there's no usage logs under user namespace, pls review this issue.
