Further increase limit appregistry package queries

Partner containers are being stored in quay.io app registry and reaching the query limit of 100 repositories. This was raised in PROJQUAY-568 but we have been requested to raise again to 300. Long term goal is to move off app registry- this should be the last time we raise this limit otherwise there may be database issues.
