To move users out of zendesk support, a free-tier SKU is needed for those without stripe plans or Red Hat Quay.io SKUs procured from Red Hat directly or one of the marketplace offerings. This is in order to allow them to use the Red Hat Customer Portal to get in touch with Red Hat for best-effort support.
A Quay.io free-tier SKU has been created for this purpose: MW04192
The reconciler needs to be changed to create entitlements for free users with said SKU.
Acceptance criteria:
- Every Quay.io user which does not have a Quay.io SKU attached to their customer portal account, either their individual account or via the customer portal organization account, will need to get this SKU attached
- When a paid SKU is attached later, this SKU needs to be removed.
