Quay 3.8.0 can't create new image repository under normal user's organization by superuser when enable superuser full access

Description:

This is an issue of Quay 3.8.0 new feature "superuser full access", when enabled this new feature with "FEATURE_SUPERUSERS_FULL_ACCESS: true", superuser don't have permission to create new image repository under normal user's organization.
