Description
The customer wants to set the HorizontalPodAutoscaler to unmanaged and scale out the pods with a manually configured HPA as needed, but the quay component's fixed replicaset:2 setting conflicts with it and does not scale out properly. Concretely, immediately after scaling out by HPA, the replicaset is set back to 2 by the quay operator, and the situation is repeated.
The use case of unmanaged HPA does not seem to be a problem.

The quay cannot be unmanaged, and it seems that it is not possible to delete the fixed replicaset.
