Docs: improve sizing guides for Clair DB

We've recently had a couple of support cases around the size of the Clair DB when deployed by the operator. For larger instances (more manifests to scan) the 50Gb isn't sufficient.

We should update deployment planning guide and the managing Quay guide to call out that resizing the PVC (or even standing up a dedicated external DB) might be necessary to avoid running out of space.
