Quay quota consumption is not decreased in org level and image repo level after deleted image tags

Description:

After push some images to a new image repo, quay UI show correct quota consumption, but after removed image tags and only kept one tag, the quota consumption is not decreased in org level and image repo

Quay Image: registry-proxy.engineering.redhat.com/rh-osbs/quay-quay-rhel8:v3.7.1-6

Steps:

1. Deploy quay with quota management enabled
2. Create new org, and create one image repo
3. push some image tags to the image repo
4. check quota consumption in org level and image repo level
5. delete image tags, only left one tag
6. check quota consumption in org level and image repo level

Expected Results:

the quota consumption in both org and image repo level is decreased

Actual Results:

the quota consumption is NOT decreased in org level and image repo level
