Allow Quay API to selectively disable need for CAPTCHA on namespace creation thru API

Some organizations need the ability to 'bulk' add namespaces into Quay (e.g. Partner catalogs). A major obstacle for this is our reliance on CAPTCHA in the API when creating an Organization or User. Feature requested is the ability to selectively disable the need for CAPTCHA based on a specific user or IP address making the request into Quay.
