Quay 3.7.0 config editor should not show the same SSL Certs twice after operator reconcile the change

Description:

This is an issue found on quay config editor, now after make some change with config editor(add new superuser, enable build, etc), and reconfigure quay, after Quay Operator reconcile the change, login quay config editor again, found the same SSL Certificate are shown twice, see the following screenshots.
