Display labels on manifests when they are part of a manifest list

Currently, Quay's UI shows labels for manifests in expanded view only when they are pushed as standalone images to Quay. When the image is pushed as part of a manifest list, labels on individual images are not shown. Instead, Quay's UI shows labels for the manifest list itself which cannot contain specific labels as these are part of the container image.

We would like to enable label listing on images so that UI functionality in this regard is the same regardless of whether an image is a part of a manifest list or standalone.
