Expose a non-secure gRPC port for externally TLS terminated Quay deployment

Quay currently only exposes a nginx TLS terminated endpoint for gRPC.

With some operator use case, TLS is terminated externally (e.g Openshit edge router).

In that case, the gRPC endpoint will also need to be available without TLS.
