Config tool does not clean up ssl.key and ssl.cert

In some cases config tool is still sending over ssl.cert and ssl.key, even with "My own load balancer handles TLS" or "None" options selected.

How to reproduce

1. Select option "Red Hat Quay handles TLS"
2. Upload SSL key and cert
3. Click in "Validate Config Changes"
4. After validation is finished choose again "My own load balancer handles TLS"
5. Click again in "Validate Config Changes"

In step 5 config tool should not send "ssl.key" and "ssl.cert" but it still sends them.  I have verified this by inspecting chrome's network inspect tab.
