As quay.io login page, I want to tell customers how to find the SSO recovery endpoint

The main login page for quay.io should have a text element which tells customers how to find the SSO recovery endpoint as this will need to be up until every paid customer has set up their Red Hat account:

"Don't have a Red Hat Account?  Click here to set up your Red Hat Account and log into quay.io"

We should leave this up through 2021 and as far into 2022 as necessary until every paid customer has set up their RH Account.
