      Story: As a Quay admin I want to rely on the Operator to auto-scale all stateless parts of Quay so that I don't need to intervene manually during load spikes

      Acceptance criteria:

      • Operator applies basic CPU-utilization to quay, clair and mirroring workers
      • minimum amount of replicas 2
