Action logs producer fallbacks (Kinesis revert to elastic)

Quay should be able to be configured with fallbacks in the case where one the services in the action log pipeline becomes unavailable.

e.g:

 - Bypass Kinesis to stream directly to ES when Kineses has an outage.

 - Option to send logs to DB, when both Kinesis and ES are unavailable

 - Option to skip logging (no-op logs producer)
