As a user of Quay Operator, I want to be able to scale Mirroring beyond a single Pod.

Currently TNG Operator deploys a separate mirroring Pod when managed component mirroring is enabled.  Operator should allow for more than one mirroring Pod (e.g. via HPA) in a way that does not require user to manually adjust the Mirror Pod deployment.
