HTTP Redirect Binding is not restoring original request when accessing a SP for the first time

When accessing a SP using HTTP Redirect Binding for the first time, it is not restoring the original request that originated a AuthnRequest.

For example, if the ServiceURL is /sp and you hit for the first time /sp/savedRequest, the expected behavior is that the SP to restore the /sp/savedRequest and redirect the user to this resource.
