OptaWeb Employee Rostering: support high availablity

Definition of ready: not yet met

Challenges:

• Add <distributable/> tag in the WEB-INF/web.xml (this allows cloud horizontal scaling if I understand it correctly)
• Solver.solve() runs on 1 machine and updates the database, but the client polls the server to refresh every 2 seconds. Those polls don't go to the database.
