      migration to Istio WasmPlugin

      Epic info: 

      Istio 1.12 will contain the upstream implementation of the Wasm extension API (WasmPlugin), while OSSM 2.1 contained our implementation (ServiceMeshExtension).

      We'll need to ensure that OSSM users have a smooth transition to using the upstream APIs, while we plan to converge the two APIs in the future such that we are not supporting both.
