Upgrade testing failed from Kiali 1.24.9 to Kiali 1.36.3

Deployed this iib image on OCP 4.8

Error:

Kiali is not updating Kiali 1.36.3

Expected:

Kiali Should upgrade from Kiali 1.24.9 to Kiali 1.36.3

Steps to reproduce the issue: 

git clone https://gitlab.cee.redhat.com/istio/istio-qe/maistra-openshift-pipelines.git

cd maistra-openshift-pipelines

make create-default-olm-pipeline-run

make update-kiali-olm-pipeline-run KIALI_CATALOG_SOURCE_REPO=brew.registry.redhat.io/rh-osbs/iib KIALI_CATALOG_SOURCE_IMAGE_TAG=96559
