Kiali Operator support for new Kiali version bundled with OSSM 2.1

OSSM 2.1.0 will be released with Kiali version 1.36 (targeted, subject to change). The Kiali Operator will need to support the OSSM 1.1, 2.0 and 2.1 streams (kiali 1.12, 1.24, 1.36 respectively).

Prior to the final Kiali 1.36.x version we want the OSSM 2.1 builds to install Kiali 1.33.x. This will be an intermediate step that helps us better evaluate Kiali support for 2.1 (1.24 is too old as it is targeted to Istio 1.6 and has no multi-cluster support).
