New project name is not coming on kiali dashboard bydefault.

Environment:
OCP upgraded : 4.5.13 -> 4.6.19 ( customer facing this issue after upgrade also )
kiali version: v1.12
jaeger versoin: 1.17.6
sm version : 2.0.2-3.el8-1
The new project name is not coming on kiali dashboard by default.

[Daigostics]

• When new projects created, the project name does not come on the dashboard by default.
• every time the customer has to restart the kiali pod to see the new project name on the dashboard.
• Customer is facing this issue in all clusters
• It was suspected that the customer is facing this error[+] :

  But customer verified that labeling is there properly but still, the project name is missing on kiali dashboard.
• We checked the kiali and istio operator logs but could not find any relatable logs
