Zipkin tracing included even when it should be off

When the tracing is off using this SMCP configuration:

spec:
  tracing:
    sampling: 0
    type: None

both the installation and sidecar-injector config-maps contain references to Zipkin, and Envoy adds the X-B3-... headers. This has significant performance impact and is a regression from operator in 2.0.

The problem happens with both v2.0 and v2.1 versions (as in SMCP.spec.version)
