Member namespaces not cleaned up when SMCP is deleted

    Description

      The operator does not clean up member namespaces when the SMCP is deleted. It does this only when you delete the SMMR. Considering that the member namespaces get configured only when both the SMMR and SMCP exist, the operator should clean up member namespaces as soon as that's no longer the case - i.e. as soon as the SMCP is deleted.

      This ensures that the output state is the same regardless of how we got to the input state (create SMMR without creating the SMCP vs. creating both SMCP and SMMR, but then deleting the SMCP).
