With validationMessages enabled, istiod can't delete the distribution report configmap on shutdown due to missing privileges:

error   status  failed to properly clean up distribution report: configmaps "istiod-minimal-68c97dd499-bw5f4-distribution" is forbidden: User "system:serviceaccount:istio-system:istiod-minimal" cannot delete resource "configmaps" in API group "" in the namespace "istio-system"
