The 3scale image referenced in the CSV and operator deployment for 2.0 control planes points to 1.0 version, when it should be 2.0.  The following is an example of the problem in the 2.2.1 operator metadata,  registry-proxy.engineering.redhat.com/rh-osbs/openshift-service-mesh-3scale-istio-adapter-rhel8:1.0.0. This should be updated to registry-proxy.engineering.redhat.com/rh-osbs/openshift-service-mesh-3scale-istio-adapter-rhel8:2.0.0
