First execution of ROSA installation always fails with Failed to retrieve AWS regions

For some reason the ROSA installation job fails when it's invoked after long time with:
ERR: Failed to retrieve AWS regions: status is 400, identifier is '400', code is 'CLUSTERS-MGMT-400' and operation identifier is 'e87083a5-bc6e-4cb9-add8-d4278d464054'

Second run is successful
