Update Kiali version in OpenShift Service Mesh 2.3

OpenShift Service Mesh 2.2 ships Kiali 1.48 version.

The next OSSM 2.3 will update Kiali to a version compatible with the Istio version shipped (expected to be Istio 1.14):

We didn't have a formal issue/epic to track this. The Kiali version planned for 2.3 is still undecided and it will depend on code freeze dates and other aspects, like the releases of Istio 1.15 and future versions.

We will use this issue to track specific subtasks of the product for this bump.
