To Reproduce Steps to reproduce the behavior:

• Add a new compute (EDPM) node.
• Set `agent_down_time` to a large value.
• Add a new OVN metadata agent.
• Print the network agent list using the CLI: $ openstack network agent list

Expected behavior

• The new OVN metadata agent won't be present in this list.

Bug impact

• All deployments when a new node, where an OVN metadata agent is needed, is provisioned.

Known workaround

• Wait for the agent to populate the OVN_AGENT_METADATA_SB_CFG_KEY key in the `Chassis_Private` register.
