[17.1] Fix/debug automation testing failures on SR-IOV

      Goal: 

      Few tests started regressing recently in flaky manner for 17.1 SR-IOV, and rh-ee-fyanac made a workaround [1] to replace interface names to PCI addresses according to the recommended usage, the fix did handle the flaky failures, but some other suspicious failures still occur afterwards [2].

      This task is about figuring root cause of the remaining test failures and fixing them, or open bugs to the handling team accordingly.

      Acceptance Criteria:

      • Fix the tests and related follow up changes needed, or open bugs to the handling team.
