Background
The tooling team has received feedback on our existing documentation for the CI-Framework. Users are finding it difficult to understand, to use and to follow. We have decided that we want to create new documentation to replace the old one. It was also decided that we will allow both sets of documentation to exist in parallel until the new experience is ready.

Description
Create the location where the new documentation will be held. This needs to exist in parallel and can begin as a second branch of the first docs. The goal is to create the foundation without adding content yet. This will be created in later tasks. We need the location to be available and for team members to be able to add documentation for specific sections after.

Definition of Done

• Create the new location where future documentation will live
• Ensure access for editing is available for the team
• Ensure the old documentation is not impacted by this change
