when the edpm libvirt role makes config changes or updates password it uses the notification handler mechanism to trigger a restart of the libvirtd service at the end of the role execution

currently the edpm_libvirt role support rotating tls cert but it does not notify handler to restart the service

this is a trivial bug to fix but it has an out side impact on the tls rotation workflow as it require manual intervention or a custom role to restart libvirt for the cert rotation to complete.
