[17.1] Customer with tunnelled GW network, LRP doesn't bind to chassis

      This spike is related to https://issues.redhat.com/browse/OSPRH-12265

      The customer deployed the new core OVN and Neutron RPMs. According to the case logs (https://access.redhat.com/support/cases/#/case/03818101), the customer seems to have correctly created the router and assigned the tunnelled GW network.

      The GW LRP should be bound to a chassis (using the HA_Chassis_Group configuration), but this is not happening.
