Neutron Sprint 26

Low
The Neutron API is setting the router ID in the "external_ids" field of the "Logical_Router_Port" registers, under the key OVN_ROUTER_NAME_EXT_ID_KEY = 'neutron:router_name'.
It is expected to have the router name, that is:
f'neutron-{router_id}'
It is needed to change the Neutron API and create a maintenance method to fix the existing registers.
